I have for some time thought that it would make a huge difference to the
easy, 'seamless' acquisition of documents, if everyone in the information
chain could be persuaded to adopt a standard interface 'module', if you
like.

Essentially, for any given document, there is a limited number of options:

1)	It is freely accessible to all
2)	It is not freely accessible to all but:
		a)    You have access rights to it
		b)    You can purchase it at price 'x'
		c)    You cannot access it at any price (!)

I really wish someone would develop such a module.  Any takers out there?
