E-Resource Licensing Specialist

The Harvard University Library is one of the great research
libraries of the world, and is committed to maintaining its
excellence in the digital era. In recent years, we face the new
challenges associated with integrating digital resources with
traditional format materials and collections. HUL's Office for
Information Systems (OIS) provides information systems and
services that support the work of the Harvard Libraries.
Description: Under the direction of the OIS Manager for Digital
Content and Access Services, incumbent is responsible for
coordinating and overseeing the libraries' cooperative e-resource
purchases and shared university licensing agreements. This
position also provides advice and consultation for librarians
with licensing authority in individual libraries across Harvard.
The HUL e-resource management unit handles licensing and usage
issues for over 250 licenses for active resources and provides
access to over 17,000 e-journal titles and 675 databases. Harvard
University is a participant in the NorthEast Research Libraries
Consortium (NERL) for cooperative e-resource purchases.
Primary responsibilities:
Assumes lead role in negotiating licenses for major shared electronic
resources and with major providers, including NERL consortial deals
Manages shared licensing deals and cost recovery for an e-resource
budget of approximately $2 million
Provides consultation and support to individual library units on local
licenses as requested and provides training and guidance as to
licensing terms and requirements
Monitors and renegotiates major e-resource license agreements
Establishes and coordinates the processing of annual renewals for
complex e-journal packages
Negotiates and implements internal Harvard cost-share agreements for
shared resources under the oversight of the university-wide
Digital Acquisitions and Collections Committee (DACC).
Oversees the development and maintenance of guidelines for standard
license terms
Resolves license breaches in consultation with technical, administrative
and vendor staff.
Participates on and facilitates activities of university-wide committees
working on e-resource and e-journal licensing and support
Works with university-wide committees on policies, procedures, and
guidelines for e-resource licensing
Participates in the ongoing design and development of systems and
procedures for managing Harvard's electronic resources,
including the evaluation and possible implementation of a
third-party e-resource management system
In collaboration with other central e-resource staff:
Enters and maintains license information in locally-developed E-Resource
Management System (ERM) or third-party ERM.
Identifies and advises libraries about new resource opportunities
Coordinates vendor negotiation for resource evaluation.
Requirements:
MLS or equivalent, professional work experience in research
library. Four years of professional experience in an academic or
research library with 2-3 years experience working with
e-resource licensing and management. Knowledge of the technical
issues involved in the network delivery of electronic resources
and with the legal and business issues involved in digital
acquisitions. Familiarity with internet developments and
electronic publishing. Excellent written and oral communication
and negotiation skills required.
