Minutes, May 9, 2000
Present: Sandy Peterson, Diane Turner, Marybeth Bean, Maureen Heher (recording),
Cesar Rodriguez, and John Vincenti (guest).
I. After reviewing the draft Problem Patron Document, Sandy asked John and
Diane for their suggestions and ideas.
Diane suggested that the document be sent to SQIC and then to LMC for review
in its current state to get their feed-back. She also stated that a document
of this nature will need to be reviewed by the Office of Legal Counsel.
In addition Diane informed the group that the Office of Legal Counsel has
recently reviewed the issue of pornography and that they sent their findings
to LMC. LMC in turn sent it to SQIC who are in turn planning on sending it
to the Staffing Issues Group for possible incorporation into the Problem
Patron Document or perhaps to be handled separately.
John Vincenti voiced his concern about the statements regarding children
left unattended in the library. He says that the University is 100% liable
for the welfare of any child left on its property and that when a child is
left it becomes the responsibility of the University to make sure that the
child is taken to the police or somewhere safe.
A discussion followed and a number of questions were raised: is liability
removed if unattended children are barred from entering library buildings
to begin with? At what age are children legally allowed to be left unattended
in New Haven? Additionally, John suggested that once the age is determined
then the first step that must be taken is to post it clearly in every
building.
The discussion then turned to the issue of vandalism or destruction of library
property. John says that if there are security personnel present it should
be reported to them if not then the campus police should be contacted directly.
For any type of situation involving abusive behavior ask that the person
show their ID. All Yale community members are required to carry their IDs
at all times so if the person can not or will not present their ID upon request
library personnel have the right to ask them to leave immediately. If a person
refuses to leave personnel should push the panic button or call the campus
police. If they do present their ID then a written report should be filed
with either library security personnel or with the campus police. This report
is sent to the Associate University Librarian for Public Services and
will result in a written reprimand and potentially a monetary fine. John
stressed that asking for an ID is the key because there are signs by all
doors saying that IDs must be shown on demand.
John also stressed the need for appropriate signage for all
library buildings. He stated that if any rule is to be enforced then
there must be signs readily displayed explaining the rule so that the existence
of the rule can not be challenged.
Some minor revisions need to be made to the Problem Patron Document and then
after review at the next meeting (5/16) the document will be sent to SQIC
for review.
The next meeting is scheduled for Tuesday, May 16th at 3:30 PM in SML.
