This document provides policy and practice guidance for Yale University Library catalogers and other technical services staff working with remote access electronic journals. It is arranged into six sections: overview, acquisitions, copy cataloging, original cataloging, bibliography, and revisions note.
In June 1995, a task force on remote access electronic journals was appointed by the Chief Catalog Librarian, Monty Montee at the prompting of Carol Jones. The task force members are: Paula Ball, Matthew Beacom (chair), Jane Gillis, Libby Hofsas, Carol Jones, Nenita Fernandez, Tony Oddo, Joyce Ogburn, and Rosemary Plotnick. The task force has been assisted by many other librarians. Chief among these are: Jan Glover (Medical Library), Diane Goldenberg-Hart (Research Services & Collections), Fanny Hsieh ( Catalog Department), Suzanne Lorimer (Research Services & Collections), Sandy Peterson (Government Documents Center), James Shetler (Social Science Library), and Joan Swanekamp (Head, Catalog Department).
Cataloging remote access electronic journals is both an extension of traditional practice and an exploration of a new, rapidly changing environment for publishers, authors, readers, and librarians. Given the rate of change in the publishing environment and the media format for remote access electronic journals, our own polices and practices are also likely to change. However, as we catalog these materials, a document that describes our current policies and practices is a useful aid for staff and a reference for further discussion.
Separate Records or Single Records? A mixed approach
As libraries catalog remote access journals (and other resources), library staff are confronted with what is often stated as an either/or choice: add the remote access electronic journal to the record for the print version of the same title or create a separate record. Each approach has its inherent advantages and disadvantages. The disadavantages of each approach make each approach unsatisfactory for readers and staff. The advantages of each approach make each approach desirable for readers and staff. Tradeoffs are inescapable. A somewhat oversimplified view of the tradeoff is one between simple records (i.e. separate records) with complex indexes (i.e. for mulitple records differentiated by format) versus complex records (i.e. single records) with simple indexes (i.e. one index entry leads to multiple instances of the item in various formats). In order to meet effectively the needs of readers and staff, it is Yale Library policy to both catalog the e-version using a separate record and to reference the e-version from the record for print or other analog versions unless a particular exception (see below) applies.
It is Yale Library policy to create a separate bibliographic record in Orbis for a remote access electronic journal and share these records with other libraries through the bibliographic utilities--OCLC and RLIN. We create a separate record whether or not the electronic journal has a print equivalent. Exception is made in two distinct cases. First, for some copy cataloging work flows--mainly materials for which we use cataloging copy provided by the Government Printing Office (GPO). In this case, we explicitly follow the single record approach taken by the supplier of the records. Second, for some materials, we may simply choose to refer to the online version from a record for another format. In general, though, we treat an electronic version and a print version of the same title as separate entities that require separate records. We think of the other format analagously as another edition and treat it as such. Original cataloging and copy cataloging for remote access electronic journals at Yale should follow the separate record approach unless one of our exeptions applies.
As part of the separate record approach, we edit the records for the print versions of titles that have an online version. Following CONSER and advice from Yale Library public service librarians, we add to the record for the print version: a 530 note referring to the online version, a 776 field linking the record for the print version to the record for the online version, and an 856 field providing the electronic location and access information for the online version. This practice is the same as cataloging the material by a single record approach and achieves the goal of providing access to two formats of a title (print and online) in one record. Since in our judgment, the single record approach does not meet established national and local standards nor meet the high expectations of our readers, we do not regard these additions to the print record sufficient for our readers or our staff.
Exceptions
Government Documents Center (GDC). Since GDC has no cataloging staff and receives cataloging copy from the Government Printing Office (GPO) that follows the CONSER interim guidelines (CONSER Cataloging Manual Module 31.3.5) allowing the use of a 530 (other format) note and the 856 (electronic location and access) field in the record for the print version Thus, copy cataloging used by GDC for its holdings may use a single record approach.
Project Open Book. Since materials digitized in Project Open Book are not only produced from microfilm reproductions of the originals but are intended to serve as reproductions, our treatment of them follows one of the patterns established at Yale for microfilm reproductions: information about the reproduction is added to the record for the originial. For details, see the Report of the Cataloging Digital Reproductions Task Force (Dec. 11, 1995) Other digital image reproductions like those created by JSTOR may be appropriately cataloged using a single record approach.
Change in USMARC coding for "type of record" (leader/06) in Feb. 1998:
The definition of "type of record" code "m" was changed in February 1998. The new definition restricts the use of the computer file 008 to "computer file software (including programs, games, fonts), numeric data, computer-oriented multi-media, and online systems and services." Under this revised definition, electronic serials that are primarily textual by nature are coded as "type of record" code "a" (language material). Thus most remote access electronic serials will be cataloged using the serials 008 fixed field. In Orbis this will be fmt "s". This change in primary format code will change the display of the electronic serial in the Orbis Index displays: the title displays for electronic serials will not have the term "datafile" following the title and place of publication.
Field 006 is mandatory in all records for electronic serials, whether it contains the computer file characteristics when the serials 008 is used, or the serials characteristics when the computer file 008 is used. In Orbis, when the fmt is "s", the 006 should be "m" for computer file.

Example Print Version Record
Edits in bold. The following record was found in the LC resource file (LTLC) and laid over the existing record in Orbis using the BOVL command. The 035 in the existing record was copied back into the new record, 928::actape was added for authority control processing, and a 949 was added as a local processing note. The required 530, 776, and 856 were present in the record found in the LC resource file.

Cataloging online versions of printed serials
A Separate Record Approach
Note: Create a separate Orbis record for a remote access electronic serial and modify the Orbis record for the print version of the serial. (Exceptions include, Government Documents Center, digital image reproductions, and some titles available through OVID web interface.)
1. Call up the work form by giving the command on the command line:

2. Add the 006 field to the work form by giving the command at the top of the variable fields:

3. Add the 007 field to the work form by giving the command at the top of the variable fields:
