Headings are generally constructed using modern forms of
letters. Cross-references are also generally constructed using modern
forms of letters, per LCRI 26.1 which instructs us to formulate cross-references
as if they were headings. However, additional references may be formulated
using old letter forms if these appear in transcribed usage and are judged
useful by the cataloger.
