PC Software:

SSH Secure Shell -SSH client with Secure File Transfer (SFTP) support -Instructions-
MacOS 9:
MacSSH - telnet client with Kerberos & Secure Shell (SSH2) support
Secure Fetch - FTP client with Kerberos support -Instructions-

Mac OS X has SSH and SFTP functionality built into the system in the OSX Terminal. Here are two graphical interfaces:

HTML Editors
It is possible to create web pages using simple text editors such as Notepad or Wordpad, however many web designers use an HTML Editor. An HTML Editor can be helpful with advanced techniques and for syntax validation.
There are many HTML Editors available, from plain text editors to advanced fully graphical suites. A good overview of Getting started with HTML is available on the W3C site.
