What is the Congressional Record?

This excellent white paper from LexisNexis provides a brief, clear introduction to this important but often confusing resource. If you're going to spend any amount of time researching in the Record, read this white paper first to understand the differences between the daily and permanent (bound) editions of the Record, how it's evolved over the years, the challenges of its index, and how it translates into the fulltext LexisNexis product Congressional Record Permanent Digital Collection.
