I. OVERVIEW OF DEPOSITORY PROGRAMS AND POLICIES

Depository Program

The Government Documents and Information Center has been a depository for United Nations publications since 1945. As a depository, the library receives the official records of the main organs of the United Nations, sales publications, periodicals, the United Nations Treaty Series, publications from the United Nations Development Programme, the United Nations Environment Programme, and all other generally distributed documents and publications of the United Nations.

The depository program does not include publications of the International Court of Justice, United Nations Children's Fund, the United Nations Institute for Training and Research, and the United Nations Fund for Population Activities. Also not included are documents with LIMITED and FOR PARTICIPANTS ONLY categories of distribution, mimeographed documents of the regional commissions, and materials from the specialized agencies within the United Nations system (i.e., FAO, GATT/WTO, IMF, ILO, UNESCO, WHO, etc.). A complete list of United Nations depository libraries is available.

Other Depository and Exchange Programs

The Government Documents and Information Center is a depository for the Food and Agriculture Organization (FAO) (see collection profile below); the Social Science Library receives on exchange materials from the regional commissions and the mimeographed documents from the United Nations Conference on Trade and Development.


Non-depository Publications

In addition to those documents and publications received on deposit the Government Documents and Information Center subscribes to the mimeographed versions of the verbatim records of the plenary meetings of the General Assembly and the Security Council and to the summary records of the plenary meetings of the Economic and Social Council. Also, the Center receives many periodicals and monographs from mailing lists and upon request from the United Nations Environment Programme and the United Nations Development Programme. Selected publications not distributed through the depository program are purchased and/or requested from a variety of United Nations units.

In addition, selected United Nations publications are acquired and housed in the Latin American Collection, African Collection and Southeast Asia Collection.

The Yale Law Library's International Law Collection subscribes to the Readex United Nations Law Collection in microfiche. And the Law Library collects the International Court of Justice documents and publications.

Microform Collections

The Government Documents and Information Center has purchased and continues to subscribe to the Readex United Nations microform collection. The collection includes 1945-present and is on microfiche. Readex films all United Nations publications which are indexed in UNDOC (the official index to United Nations publications produced by the UN) and its predecessors. Prior to 1963 the index (and the microform collections) included United Nations specialized agencies, i.e., UNESCO, ILO, World Bank, etc.). Some LIMITED and FOR PARTICIPANTS ONLY categories of documentation are included in the microform collection although they are not distributed to depository libraries.

Electronic Services

The United Nations Scholars' Workstation, developed by the Yale University Library and the Social Science Statistical Laboratory, serves as the gateway to United Nations information and documentation in electronic format. The UN Workstation includes three sections---one on the United Nations Studies Program at Yale, one on research tools and one on research approaches.

The United Nations Bibliographic Information System (UNBISnet) provides access to documentation published by the United Nations and about the United Nations from 1979 to present. In addition, the Government Documents and Information Center subscribes to Access UN, an online database which indexes and provides some UN materials full text from 1945 to the present and to the United Nations Official Documents System (ODS), an online service which provides full text of United Nations official documentation from 1992 to present.

Other United Nations Depositories

Yale University is the only United Nations depository in Connecticut. Other United Nations depository libraries in the Northeast area include Brown University, Harvard University, Boston Public Library, New York University, Columbia University, Cornell University, and Princeton University. II. UNITED NATIONS DOCUMENTATION SYSTEM

The United Nations series symbols reflect both the body which produces the document as well as the type of publication it is. The symbols are composed of capital letters, combined with Arabic numerals. Roman numerals when used designate the number of the session. A slash (/) separates the components of the symbol.

The first letter(s) indicates the main organ of the United Nations to which the document was submitted:
A/- General Assembly
E/- Economic and Social Council
S/- Security Council
T/- Trusteeship Council
ST/- Secretariat

Special symbols have also been designed for certain subsidiary organs of the United Nations, for instance:

After the first slash, the second series of symbols indicates the sub-body within the main organ which produced the document:

Subsidiary bodies are given an Arabic numeral which usually is assigned in order of their establishment. The General Assembly main committees, for example, may be identified by the following symbols:

III. FINDING AIDS

Bibliographic records and holdings from 1989-present for serials, including all currently received periodicals, are included in Orbis, Yale's online catalog. Monographic series and sales publications have been entered into Orbis since January 1995. Earlier United Nations publications are not included in the public card catalogs.

United Nations documents and publications housed in the Government Documents and Information Center are classified by the United Nations Series Symbol. The UN Series Symbol is usually printed by the United Nations on the publication or document.

Sales Catalogues

Sales publications are a distinctive category of publication issued by many international intergovernmental organizations, including the United Nations. Often sales publications are cited by United Nations sales number without any other identification. Consequently, it is useful to know about some reference guides which more clearly identify each publication. Listed below are selected sales catalogs and guides.

In addition to the above reference and sales catalogues, the Center collects publication and sales catalogues from the United Nations specialized agencies, such as the World Health Organization, World Bank, and UNESCO. UNIPUB (Kraus/Bernan) serves as the sales agent in the United States for many United Nations and other international intergovernmental organization publications.

Indexes to Proceedings

The "indexes to proceedings" series is published for each session and provides subject access, and in some cases, access by country and name of speaker, to the official records. Bibliographic citations to speeches made in the General Assembly, the Economic and Social Council, the Security Council and the Trusteeship Council from 1983 to present may be identified by searching UNBISnet.

The official records comprise the records of the meetings of the General Assembly and its main committees, of the Security Council, the Economic and Social Council, the Trusteeship Council, the International Law Commission, the Trade and Development Board of the United Nations Conference on Trade and Development as well as the supplements and annexes to these records. The "index to resolutions" series provides a cumulated numerical list of resolutions with the date of adoption and reference to the document in which the full text is to be found. There is also a subject index to the content of the resolutions.

IV. TYPES OF PUBLICATIONS

Official Records

The Government Documents and Information Center holds a comprehensive collection of the official records of the main bodies of the United Nations, including the General Assembly, Security Council, Economic and Social Council, Trusteeship Council and the Trade and Development Board of the United Nations Conference on Trade and Development. Provisional verbatim records or summary records of the meetings of some of the bodies reporting to the main United Nations units, such as the Conference on the Committee for Disarmament and the Human Rights Committee, are received at the Center, in paper as well as microfiche.

In general, the official records of the main bodies of the United Nations consist of three components:

  • meeting records: verbatim or summary records of meetings;
  • annexes: collections of texts of documents related to and arranged by agenda items;
  • supplements: reports of subsidiary organs and other bodies, resolutions and decisions.

Access

The most detailed access to the official records is through the printed Index to Proceedings volumes listed above or electronically on UNBISnet. Subject access is provided, and in recent years, also access by country and speaker.

The official records also are indexed in UNDOC, the printed quarterly index to United Nations documents and publications; and online through Access UN, 1950 through present; and through UNBISnet, 1979 through present.

Mimeographed Documents

United Nations organs produce a large volume of provisional documents, working papers, draft resolutions, letters, memorandum, etc., which are issued as "mimeographed" documents. Mimeographed reflects the quality of paper on which the documentation is printed as well as the process by which it was originally produced.

The Center holds a large quantity of mimeographed documents in paper; however, because of deteriorating paper, early documents usually must be consulted in microform.

Since 1950 there are three categories of mimeographed documents---general, limited and restricted. Generally, depositories such as the Center only receive those documents designated for general distribution. However, as noted earlier, some documents designated for limited distribution are included in the microform collection. Also, many limited documents are "republished" at a later date in the annexes and/or supplements of the official records.

Access

The mimeographed documents are indexed in the printed United Nations index, UNDOC, and online through Access UN and UNBISnet.

Current mimeographed documents are available through the Official Documents System (ODS) with a user ID and password in the Government Documents and Information Center.

Selected mimeographed documents for the General Assembly, Security Council, and the Economic and Social Council are available through the Internet.

Sales Publications

Many different types of materials may be designated as United Nations "sales publications". Most official records and treaty series volumes are sales publications as well as many periodical and serial titles. The major criteria for being designed as a "sales publication" is the amount of public interest that the publication is likely to generate.

Sales publications are assigned a United Nations sales number but usually also are assigned a United Nations "series symbol" number. An example of the United Nations "sales number" is:

E/F 92.I.5 (E indicates English; F indicates French; 92=year of publication; I=subject category of publication; 5=the fifth publication in this category issued in 1992.

The United Nations "series symbol" is the classification number used for shelving the materials in many research libraries. As noted earlier, this number reflects the body from which the publication originates and the nature of the publication.

The Center has a comprehensive collection of the United Nations sales publications and maintains a cross-reference index from the sales publication number to the United Nations series number. Since 1989 this cross-reference has been made available in Orbis. To determine which sales publication the library holds by sales number and to convert that number to the classification number or shelving location, search Orbis by title (t=United Nations publication sales no). Select the serial record, then select the number for the appropriate subject category.

[NOTE: It is only appropriate to perform this type of search as a means of access when the only information you have about the publication you are seeking is the United Nations publication sales number.]

Access

The sales publications are indexed in the printed United Nations index, UNDOC, and online through Access UN and UNBISnet. In addition, since 1989, Yale's holdings of United Nations sales publications will be reflected in Orbis. Recent sales publications may be identified using the UN's Publications web site.

Statistical Publications

The United Nations Statistical Office has compiled and published statistics from its member countries for more than 40 years. Some of the well-known titles are the Statistical Yearbook, the Demographic Yearbook, the Monthly Bulletin of Statistics, and National Accounts Statistics. The regional commissions, the Conference on Trade and Development, the United Nations Economic and Social Council, and the United Nations Development Programme also publish a considerable amount of statistical data. The United Nations Statistics Division Common Database provides statistics on member countries from several United Nations related agencies.

The Government Documents and Information Center holds a comprehensive collection of the statistical publications of the United Nations. The Center has the microfiche collection which accompanies the Index to International Statistics (IIS) (1983-present). Statistical publications of the United Nations and its related agencies are included as a part of the IIS microfiche collection.

Access

Many of the United Nations statistics publications are published on a regular basis---monthly, quarterly, annually. Since 1989 the Center has entered holdings for all currently received serial and periodical issues into Orbis. Also, the United Nations statistical publications are indexed in the printed United Nations index, UNDOC, and in United Nations Bibliographic Information System (UNBIS).

Since 1983 the most detailed subject access is provided by the Index to International Statistics or electronically in Lexis Nexis Statistical. Abstracts are included with the citations that provide information on the geographic area represented, the dates of coverage and the data elements included. Some publications are available full text in pdf and some tables are provided in excel. Other international data sets may be located through the StatCat. StatCat includes information about numeric datasets in the Yale Social Science Data Archive, data available to the Yale community from ICPSR, selected datasets available in the Yale University Library, and selected data sources on the Internet.

Treaty Series

By provision of the United Nations Charter every treaty and international agreement entered into by any member of the United Nations after coming into force shall be registered with the Secretariat and published by it. Treaties are published in the United Nations Treaty Series (UNTS) sequentially in the order in which they are registered. Cumulated indexes to the treaty series are published irregularly. The United Nations Treaty Series is now available electronically 1947-present.

V. PUBLICATIONS BY BODY

General Assembly (A/)

The Government Documents and Information Center has a complete collection of the official records of the General Assembly and its main committees. In addition, the Center's holdings include large quantities of "mimeographed documents" and publications of subsidiary units, ad hoc bodies, and conferences authorized by or reporting to the General Assembly. These include the Conference on the Committee on Disarmament, the Special Committee Against Apartheid, Committee on Peaceful Uses of Outer Space, and the Office of the United Nations High Commissioner for Refugees.

Economic and Social Council (E/)

The Economic and Social Council, under the authority of the General Assembly, is responsible for the economic and social activities of the United Nations. Thus the Council initiates or conducts studies in the areas of international economic, social, cultural, educational, health and related matters.

The Government Documents and Information Center holds a complete collection of the official records of the Economic and Social Council as well as documentation from the commissions, committees and ad hoc groups which report to the Council. These include the Statistical Commission, Population Commission, Commission for Social Development, Commission on Human Rights, Commission on the Status of Women, the Commission on Narcotic Drugs, and the Economic Commission on Europe.

Security Council (S/)

The Government Documents and Information Center holds a complete collection of the official records of the Security Council and the considerable amount of "mimeographed documentation" generated by the Council.

Trusteeship Council (T/)

A complete collection of official records and mimeographed documents of the Trusteeship Council are a part of the Center's collections.

Trade and Development Board (TD/)

The Government Documents and Information Center collects the official records of the Trade and Development board of the Conference on Trade and Development. The Center's collections also include mimeographed documents, periodical and serial titles from the Trade and Development Board.

Secretariat (ST/)

The United Nations Secretariat is comprised of many subsidiary organs, including the Department of Economic and Social Affairs, the Statistical Office, the Dag Hammorskjold Library, the Legal Services Office, and the Centre for Transnational Corporations. The Government Documents Center collects comprehensively from the various units of the Secretariat.

International Court of Justice (ICJ/)

The International Court of Justice, which sits at The Hague, in the Netherlands, acts as a world court. It decides in accordance with international law disputes of a legal nature submitted to it by States, whilst in addition certain international organs and agencies are entitled to call upon it for advisory opinions. It was set up in 1945 under the Charter of the United Nations to be the principal judicial organ of the Organization, and its basic instrument, the Statute of the Court, forms an integral part of the Charter. The International Law Library, Lillian Goldman Library, is the repository for the ICJ materials.

Other United Nations Organs

The Government Documents and Information Center attempts to collect comprehensively documentation from the United Nations Environment Programme in Nairobi and the United Nations Development Programme. It has purchased the Readex Index to United Nations Development Programme Project Reports on compact disc. This disc may be searched in the Government Documents and Information Center and is also available through the Social Science Library Network. The microfiche collection which accompanies this disc consists of evaluative, technical and terminal reports from UNDP projects released since 1972.

Access

Access to the publications of all the United Nations main organs and their subsidiary units is provided by the printed United Nations index, UNDOC, and online through Access UN and UNBISnet.

VI. UNITED NATIONS SPECIALIZED AGENCIES

The United Nations system of organizations is a decentralized system of intergovernmental agencies; each one is autonomous and has its own constitution and its own specific organizational structure, budget and documentation. There are sixteen specialized agencies and two other organizations in the United Nations. Some of these operate a depository system for their documentation; most of them publish and/or sell their documentation through commercial vendors or operate their own sales systems.

The Government Documents and Information Center is a designated depository for one of the specialized agencies, the Food and Agriculture Organization. Documentation for the other United Nations specialized agencies is collected and housed by several departments in the Yale University Libraries. The libraries of record are noted below.

Food and Agriculture Organization

The Government Documents and Information Center is a depository for the Food and Agriculture Organization of the United Nations. Most of the documentation which becomes a part of the depository program are FAO "sales publications". Many of the depository publications are actually housed in either the Kline Science Library or the Forestry Library and may be identified through Orbis or the card catalogs. The Center retains a small collection of printed publications, primarily those on social and economic conditions.

The Government Documents and Information Center also holds a complete collection of FAO documentation---working papers, documents and sales publications---in microfiche from 1978-present.

Access

All FAO documentation is indexed by subject, geographic area, project and author in a bimonthly publication entitled: FAO Documentation: Current Bibliography. This publication is cumulated on microfiche annually with periodic five or ten year cumulations. Each citation provides the microfiche reference number for retrieving the full text document. The FAO Library Catalog is now available for searching online.

Other United Nations Agencies Collecting Library

Many of the publications received from these agencies will be reflected in Orbis; however, not all will be. Therefore, it is important to ask the librarians in the appropriate libraries for assistance in identifying holdings from these agencies.
