LHR succeeds in this effort through the effective and efficient administration of recruitment and retention, job placement, staff and labor relations, recognition, training, salary administration, safety, and innovative professional development programs and services for all library staff.

These initiatives and services, delivered at the highest standard of quality, are designed to support the organizational development of the library and enable all levels of staff to perform their individual duties at the highest level of competence.
