The Empress Elizabeth I was adept at choosing capable and intelligent ministers, who initiated important economic reforms and founded Moscow University in 1755. Her armies crushed the supposed superior forces of Frederick the Great in the Seven Years War (1756-1763). Many of the measures enacted in the early years of the reign of Catherine the Great were prepared under Elizabeth.
