Summary of Objectives and Action Plans

The overarching goals of an Integrated Yale University Library are to:
- Enable digital activities to permeate core functions through a managed organizational structure that values communication and openness to improvement.
- Unite proliferating independent digital initiatives through adherence to core principles created and adopted by the community.
- Ensure full and enduring access to the entire range of library resources regardless of format through seamless interfaces and a systematic preservation program.
- Encourage entrepreneurial initiatives that can evolve into sustainable core services through exploration and development of reliable practices.
The charge to the Integrated Access Objectives Planning Group was to focus particularly on the access components of the Integrated Library, in pursuit of the vision of the Yale Library as the portal of choice and preferred point of access for authoritative scholarly information resources.
Digital Preservation
Objective:
Long-term access to digital collections; integration of access over time.
The confidence of authors, publishers, libraries, and scholars in the long-term permanence of electronic resources depends on the development of well-managed archives for digital content which inspire a level of trust equivalent to that engendered by research library book stacks.
Actions:
- Create a planning framework for digital preservation infrastructure (Jan – June 2003).
- Develop an Electronic Records Archive (ERA) for Manuscripts and Archives material by June 2004.
- Extend digital preservation services to meet the requirements of other electronic collections in the Library and beyond (July 2004 – June 2006).
Integrated Interfaces
Objective:
Immediate access to information in all formats; integration of access to diverse resources.
Delivery of content to readers anytime, anyplace, regardless of type or location – print, digital, audio-visual, open web, special collections, research projects and formats as yet unknown. Clear and unimpeded access to information about and the content of digital, media and traditional collections, both local and remote.
Actions:
- Implement the MetaLib universal gateway or equivalent product (Jan 2003 – June 2004).
- Expand the SFX reference linking service to interlink the full array of library resources (Jan 2003 – June 2004).
- Develop Open Archives Initiative metadata harvesting services (July 2003 – June 2005).
- Achieve enhanced authentication and authorization mechanisms (July 2003 – June 2005).
Knowledge Management
Objective:
Reader assistance and instruction; integration with the academic process.
Knowledge management goes beyond traditional information management in that it enables readers not only to find information but also to utilize it effectively in their work. An effective knowledge management service calls for partnerships with faculty and students to develop, assess and support their use of technology in teaching and research.
Actions:
- Build on the success of the ELI Program and existing Luna Insight and Beinecke imaging services (Jan 2003 – June 2005).
- Develop the knowledge management service concept and organization in conjunction with planning for the Phase2 SML renovation (Jan 2003 – June 2004).
- Establish a knowledge management, faculty support and instructional technology infrastructure, well coordinated with ITS and other agencies on campus, where roles and responsibilities are well defined by the providers and clearly understood by readers by June 2006.
Organizational Structure for the Integrated Library
Objective:
A federated approach that will strive to create a commitment to the culture of integration by all managers in the existing hierarchy, leadership and vision at all levels of the organization, multiple project managers working with a shared set of principles, and continued broadly distributed communication.
Actions:
- Redefine and reconfigure the Library Systems Steering Committee (LSSC) to take responsibility for vision, for high-level leadership, and for setting minimum requirements for new initiatives by June 2003.
- Introduce the federated approach to the integrated library organizational structure by Dec 2003.
- Establish and expand the integrated library consulting network by Dec 2003.
