update on e-resource outages

As we are reaching the close of the business day, I wanted to provide an
update on the availability of WilsonWeb, ProQuest, and Lexis-Nexis.

Two of these resources are once again accessible.  WilsonWeb and ProQuest
are back online.

Lexis-Nexis is still unavailable, and I don't yet have a projected time for
renewal of service.  

The files that are impaired by this unavailable server are:

Lexis-Nexis Academic Universe (web)
Lexis-Nexis Academic Access (telnet)
Congressional Universe (web)

I'll post a message when we have renewed access to these files.
