Present: Paul Conway (chair), Sue Crockford-Peters, Ralph Franklin, Hideo
Kaneko, Kenny Marone, David Stern, Diane Turner

The fourth meeting of the Library Human Resources Advisory Council convened
in SML 410.

1) Minutes: The Council approved the minutes of the 10/13/99 meeting with
minor revisions.

2) HR Activities: The Council reviewed a revised version of the list of HR
Activities. The list now associates specific activities in HR with staff in
HR who have primary responsibility for an activity. The Council approved
the list of activities and recommended that Diane use it as an information
item in an upcoming orientation meeting for new staff. The Council also
recommended specific ways to reformat the list for use on the Human
Resources web page, which is undergoing reconstruction. 

3) Advisory Council Agenda: The Council revisited for the third and final
time its list of issues that could serve as a working agenda for the
Council. The Council discussed each of the ten priority items and suggested
ways to define them in ways that support Council deliberation and action.
The Council agreed to review a summary of the priority issues list and
begin discussion of the first issue on the list. The Council's priority
issues list will be posted on YULIB-L following approval by the Council.

4) HR Web Site: The Council discussed at some length the ongoing revision
of the Library Human Resources web site, which has not yet been released
publicly. The Council agreed that the HR site should be open and not
password protected. The site's principal audience is library staff,
although interest in Yale procedures and policies may extend beyond Yale.
At its next meeting, the Council will review mock-up of the new site and
comment on its utility for library staff. 

5) Hiring Paperwork: The Council discussed workflow issues associated with
the hiring of student assistants. Evidently supervisory are not completing
and submitting Personnel Action Forms (PAF) in a timely way, sometimes
delaying the initial payment of new student employees. The Council agreed
that it would use this issue as a way of determining the best way for the
Council to help LHR communicate policies and procedures.
