According to the Phil. Trans B web site at http://www.pubs.royalsoc.ac.uk:

"Table of contents, abstracts and email alerting are available free of
charge to all from 1997." (And this is indeed the case).  

So I suppose the capitalized part below isn't actually an untruth: the
table of contents will in fact be available freely to all for one month.
And afterwards, unless the Royal Society is making a very large step
backwards.
