'Locking away' seems a tendentious way of putting it.  JSTOR digitises and
makes publicly available material that was not born digital; there are
costs involved in doing that.  Nothing stops someone else digitising
public domain material for themselves.

In a similar way, JSTOR is locking up electronically a number of articles
that are now in the public domain in paper format.
