I'm not sure it is unambiguously permitted by law for digital, as opposed
to print, content. Better legal minds than mine may be able to
confirm/deny this supposition

can publishers refuse to allow libraries in the U.S. to provide ILL?
It's guaranteed under the law. Doesn't that make the barring of ILL
illegal?
