I wonder if it is not more sensible for such management to be conducted in
a collaborative fashion between libraries rather than having each of them
doing all the work be themselves, duplicating efforts.
One example I am developing right now, is a system that finds early,
freely available version of computers science papers on the web. The
system is mostly automated. Here is an example page
