I just mailed the January issue of the SPARC Open Access Newsletter. 
This issue reviews open access developments in 2005, offers some 
predictions for 2006, and takes a close look at the CURES Act.  The Top 
Stories section takes a brief look at the Ukrainian resolution to make OA 
a national priority, the new CERN task force on OA, the NeuroCommons 
initiative from Science Commons, new evidence of the OA impact advantage 
in 10 fields, the Wellcome Trust OA agreement with three publishers, and 
December developments on OA policy in the UK.
