Yes, it appears that this ACT is a creation of the UK. It is also 
in Scotland, New Zealand.

The U. S. Copyright Office at

deposit requirements and at 
http://www.copyright.gov/circs/circ1.html#mdw which discusses 
MANDATORY DEPOSIT FOR WORKS PUBLISHED IN THE UNITED STATES...
