No, not free, but an awful lot cheaper than any currently 
existing mechanism, therefore a good step in the right direction. 
Novel too, in the sense of multi-national collaboration. And the 
point of my original post was that KE is, really good though it 
is, just a starting point, the goal is indeed to make content 
free to 'all', and way of doing that, better than author 
pays/philanthropists/zillions of new OA journals, is to look at 
national licences, organised via each country's national library.
