Knowledge Exchange

I was very intrigued by the recent thread concerning Knowledge 
Exchange and the broad institutional collaboration it calls for. 
About three years ago I posted to this list an idea about an 
analogous project, a mostly sustainable model for connecting 
institutional repositories in consortial settings; I dubbed this 
"almost open access."  I just dusted that post off and edited it.
