SERU is not necessarily about forgoing license agreements.  It's 
for the situation where you don't have a license agreement.  For 
eg, with a small publisher, it may not be feasible nor necessary 
to use a license agreement.  SERU provides reasonable and often 
obvious terms and conditions for the use of content.  SERU has a 
role as do license agreements.
