I just mailed the February issue of the SPARC Open Access 
Newsletter.  This issue takes a close look at 18 choice-points 
facing funding agencies and universities when they draft a new OA 
policy, review an existing policy, or think about policies 
elsewhere.  The round-up section briefly notes 159 OA 
developments from January.
