Further to Bill Hughes' trenchant observations, I'd add that the
reduction in cost and effort it takes to start a journal is not
all to the good. It encourages vanity publications, half-hearted
endeavors, and other projects that are likely to add clutter
rather than clarity to the scholarly communication picture.
