Access studies of developing countries

Readers,

I'm seeking studies on access to the scientific literature in 
developing nations.  Specifically, have interventions (such as 
HighWire, TEEAL, Hinari, OARE, and others) had an effect on 
researchers in these countries?  I am not looking for case 
studies or personal testimonials, but rather larger empirical 
studies on readership or citation behavior.
