15. All left as is except qualifying term in French and geographic qualifier. The qualifying term should be in English and the geographic qualifier should be the form established in NAF, with the usual punctuation adjustments.
16. None represent name changes (LCRI 24.2). Not a name change if: change in representation of words (including abbreviation, acronym, symbol, spelled out form; 2 different spellings; word in single form vs. compound form; change in preposition, article or conjunction; change in punctuation. Note that since + and & no longer normalize to blank, A + M does not normalize to the established form and a 410 should be traced. See: http://www.library.yale.edu/cataloging/authorities/normalization.htm, section "Other numbers and special characters."

Do not add such a qualifier if the name contains other elements. ... If the name is eligible for another qualifier (as when the name conflicts or when the body is a directly entered government agency that is not an institution), add the qualifier called for in this rule first. 19. LCRI 24.4C. The cataloger who created the NAR for the Minnesota name should have created an NAR for the Vermont name AND added a qualifier (Northfield, Vt.) to the heading at the same time he/she created the NAR for the Minnesota name. (Now, if someone in the UK had publications by a certain Yale University in Wales ...)
20. LCRI 24.4C. A government body other than an institution (school, library, laboratory, hospital, archive, museum, prison, etc.) entered under its own name is always qualified by the government name unless the government's name is part of the name.
111 2_$aEndau-Rompin Heritage and Scientific Expedition$d(1985-1986)
22. Choose the fuller form, per LCRI 24.2D:
110 2_ Melanesian Spearhead Group
Caution: the application is more complicated if the item cataloged is not an official publication.
23. No, a reference needs to be qualified only if it conflicts with an established heading. Further, it is unlikely that an acronym or initialism reference without a qualifer would ever conflict with a heading, because LCRI 24.4B instructs the cataloger to always qualify an acronym/initialism in all caps if a corporate name in that form is used as a heading
24. LCRI 24.7A. "If the name of a conference consists of a phrase that combines an acronym or an initialism with the abbreviated form of the year, retain the abbreviated form of the year as part of the name":
111 2_ $aPARA '95$d(1995 :$cLyngby, Denmark)
Per LCRI 24.7B, note that the date is repeated in the qualifer.
Note that this RI does not apply to ongoing conferences. (If the PARA conference were ongoing, the name would be established as PARA, but keep in mind LCRI 24.4B "If the name chosen for the heading for a corporate body is composed of letters written in all capital letters (with or without periods between them), add a qualifier to the name (unless 24.5C is applicable)."
25. AACR2 24.7B4: "If the location [of a conference] is part of the name, do not repeat it":
111 2_$aParis Symposium on Radio Astronomy$d(1958)
26. LCRI 24.10. Name needs a general designation qualifier since its nature is not clear; the LCRI requires qualification also by place; LCRI instructs to qualify first by general designation and then by place:
110 2_ $aSan Sebastian (Church : Manila, Philippines)
27. LCRI 24.18 type 2. Group is on the list for implied administrative subordination for government agencies entered subordinately. Heading established as:
110 1_ $aSouth Africa.$bLanguage Plan Task Group
28. 24.13, Type 5. (LCRI repeats it): Enter subordinately if the unit name indicates a particular field of study, interest or activity:
110 2_ $aUniversity of Texas at Austin.$bCouncil on Energy Resources
Note that this applies only in situations where the parent body is a college or university.
29. AACR2 24.13. LCRI 24.13, Type 6. If the entire name of the parent body is included in the name, the name is entered subordinately. The parent body name University of Cambridge is not (entirely) included in the name Cambridge University Library, so it is entered directly. But the parent body name Northwestern University is included in its entirety in the name Northwestern University School of Law, so the school is entered subordinately. Note that the RI does not consider any qualifiers added by the cataloger, i.e. (Evanston, Ill.) to be part of the "entire name."
30. Yes, therefore subordinate entry is required. LCRI 24.13, Type 6 makes an exception for German universities that have both a "long form" (i.e. Christian-Albrechts-Universit_at zu Kiel) and a "short form" (Universit_at Kiel). If either form of the parent body is grammatically incorporated in the name, AACR2 24.13, type 6 applies, as in 29. above. Heading would be:
110 2_ $aUniversit_at Kiel.$bInstitut f_ur Agrarpolitik und Marktlehre
31. More LCRI 24.13 Type 6.
a. The parent body's name is included in catalog entry
form, and only a generic term for the meeting ("Conference" and nothing
else other than number) is given. Under those circumstances, the RI instructs
the cataloger to enter the name subordinately. Note that elements such
as number, venue, and date are not part of the meeting name (but compare
quiz question 24. above). Heading:
110 2_ $aNigerian Political Science Association.$bConference$d(5th :$d1978 :$cUniversity of Ife)
b. The parent body's name is included, and only a generic term is used for the meeting, but the parent body name is not in catalog entry form, therefore the conference name is entered directly:
111 2_ $aKonferenz des INEB <the LTLC record appears to be tagged incorrectly as 110>
c. The parent body's name is included in catalog entry form, but the meeting term is not generic ("Conference on Business Education"). Therefore the meeting is entered directly:
111 2_ $aUniversity of Chicago Conference
on Business Education
(NOT: 110 2_ $aUniversity of Chicago.$bConference
on Business Education)
32. Government agencies entered subordinately.
a. LCRI 24.18 type 2. "Administration" is on the list of terms that imply subordination for government agencies. Heading:
110 1_ $aUnited States.$bVeterans Administration
b. LCRI 24.18. If the name doesn't fall into any of the 24.18 types, and the name of the parent body is not at the beginning of the name and the name of the parent body doesn't begin with a 24.18 type 1 term, then you enter directly, EVEN THOUGH THE PARENT BODY IS ENTERED SUBORDINATELY, as in 32. b. above. The heading the RI uses is: 110 2_ $aVeterans Administration Dental Education Center (U.S.). The name is not any of the 24.18 types ("Administration" is interpreted as belonging to the parent body name), and while the name of the parent body is at the beginning of the name, the first word is not a 24.18 type 1 term (Department, Division, Branch, Section). The qualifer may be per LCRI 24.4C, where a government agency entered directly is always qualified by the name of the government, or this may possibly be one of the exceptions to the rule (institutions such as schools--this might be considered a school), where the government name qualifier is optional.
c. Again, the parent body is at the beginning of the name. But unlike the previous (32.b), the parent body name begins with a 24.18 type 1 term (agency name that implies it is part of another), i.e. "Department." So, per LCRI 24.18, the agency name must be entered subordinately:
110 1_ $aGreat Britain.$bDept. of Health and Social Security.$bLibrary
On the other hand, it looks like the RI does not consider this as falling into any of the 24.18 types requiring subordination, the first of the categories requiring subordination. (That's ok as long as one of the categories applies.) It's worth noting that this is not an AACR 24.18 type 3 situation. In AACR2, the first example, United States. Labor Relations Board. Library, the name is general in nature because it is simply "Library." In contrast, the entire phrase is being interpreted as the name of the British agency. For more enlightenment, see LCRI 24.18 type 3 which expands on "names general in nature."
d. No, LC does not follow AACR2 here. LCRI 24.18, type 3, #2. "If the body is below the national level and its name does not fall into any other type under 24.18, enter it under the heading for the government unless either the name of the government is stated explicitly or is implied in the wording of the name or the name contains some other element tending to guarantee uniqueness (usually a proper noun or adjective)."
e. Here the name includes an element guaranteeing uniqueness:
110 2_ $aHomer Folks Tuberculosis Hospital
Per AACR2 24.17A, a reference from the parent body should be made:
410 1_ $aNew York (State).$bDept. of Health.$bHomer Folks Tuberculosis Hospital
33. a. is OK; qualifiers are never added to references consisting solely of initialisms. b. is incorrect. The heading would now be qualified by (Firm): see quiz question 18, although per LCRI 24.4B the heading should not be updated. However, LCRI 26.1 instructs the cataloger to qualify a reference if appropriate even if the heading should have been qualified and was not. Further, the heading does not consist solely of initialisms, so a qualifier is not precluded because of "VIP" in the heading.
34. LCRI 26.3.The first 410 William Hayes Fogg Art Museum is a variant; the second 410 Harvard University. Fogg Art Museum is required per AACR2 24.12A: "Refer to the name of a subordinate body entered directly from its name in the form of a subheading of the higher body." But 410 Harvard University. William Hayes Fogg Art Museum would be a variant of this variant, and the RI instructs not to do this, generally. However, 410 2 Staatliche Museen Preussischer Kulturbesitz. Museum of Indian Art is acceptable because, per the RI, if the heading name is not in English, and the name occurs in an English form, "also trace references from the variant forms of entry that apply to the English form." If there are multiple English forms in this situation, just choose one to do the variants.

Remember that the same reference can be used for different
headings. Search in LTLC under Evans and Associates.
Per LCRI 26.3A6, a reference is not made from the full
form of the abbreviations for initials of proper names (in corporate names)
"When the corporate name begins with a person's title plus forename(s) or intial(s), make 2 references: 1) from the surname and the remainder of the corporate name, omitting the title and forename(s) or initial(s) 2) from the forename(s) or initial(s) and surname and the remainder of the corporate name, omitting the title.

Make a reference from the full form if the abbreviation occurs in the first five words of the heading, is not listed in AACR2 Appendix B, and does not represent a proper name. Instead, add the term after the name of the state." Connecticut is one of the states where townships are called "towns." A town on an island not covered by AACR2 23.4C or 23.4D is qualified by the same qualifier as the island; if the island doesn't have a qualifier, the island is the qualifier. Note that this doesn't come up for islands in the U.S., Canada, Australia, Malaysia, USSR, or Yugoslavia, since AACR2 23.4C instructions are to always qualify by state.
